Most people would understand how a soldier rises from the ranks. Everybody understands that a soldier must fulfill or satisfy certain requirements or qualifications before he is promoted to the next level. That is simply the concept of the Career Executive Service of the Philippines.
The CES operates on the 'rank concept' where CES officers are 'appointed' to ranks and 'assigned' to CES positions, just like army personnel. It is not uncommon for a CES career executive to be assigned or transferred from one CES post to another and from one agency to another agency. However, this is not done in less than two years.
The CES was created by Presidential Decree No. 1. Its key role is to "form a continuing of well-selected and development-oriented career administrators who shall provide competent and faithful service."
The governing body of the CES is the Career Executive Service Board. It is authorized to enact and disseminate rules, standards and procedures on the selection, classification, compensation and career development of CES members.
The CES is active in pursuing its mandate. This year, the CES is holding the 2016 CES Leadership Conclave on Feb. 16, at the Marco Polo Hotel, Ballroom B in Ortigas, Metro Manila. The event will start from 8:00 a.m. and last until 5:00 p.m.
The theme for the event is "Innovation for the Nation." Its aim is to further equip senior career executives with the latest career executive information so that they can lead innovatively and sustain an environment that fosters innovation.
The inaugural session of the event hopes to provide a platform for CESOs (career executive service officials) and those who are eligible to internalize best practices from public service examples and thought gurus. The CESB event also aims to create a venue for talks and exchange of ideas to encourage the spirit of excellence in public service.
