Attorneys for Detroit unions and retirees sought to build a case on Thursday that Emergency Manager Kevyn Orr did not negotiate in good faith before Detroit filed for bankruptcy so they could block the city from getting court protection.
The judge overseeing Detroit's bankruptcy case named a federal judge, Gerald Rosen, as the judicial mediator in the city's Chapter 9 proceedings, according to a court filing on Tuesday.
